Ice cream social celebrates 82nd Drive Bridge restoration

Work has started on rebuilding the popular span between Gladstone and Oregon City. Mark your calendar for an ice cream social celebrating the event.

Here's the scoop and it comes from your local elected officials. Water Environment Services (WES), a department of Clackamas County began construction in early July on the 82nd Drive Pedestrian Bridge connecting the communities of Oregon City and Gladstone. To celebrate the much anticipated construction, WES will host an ice cream social at Cross Memorial Park in Gladstone on Thursday August 14, from 6:00-7:00 p.m. The park is located at the end of 82nd Drive at the turn around. The Clackamas County Board of County Commissioners and other local officials will be scooping ice cream, while attendees receive project information and a construction timeline. Citizens will learn how to get involved in the bridge naming contest and sign-up to serve on the Clackamas County Arts Alliance Project Committee. The bridge, which carries an essential pipeline linking North Clackamas County and the Tri-City Wastewater Treatment Plant in Oregon City was damaged due to arson and has been closed to pedestrian and bicycle traffic since 2006. The bridge repairs are part of Clackamas County Service District No.1 (CCSD #1) Phase I construction, associated with the District's Capacity Management Program (CMP). The bridge is scheduled to reopen by the end of 2008.

Board authorizes funding to finance expansion of sewage treatment capacity for Clackamas County Service District No. 1

Kellogg Creek Wastewater Treatment Plant located in Milwaukie, can no longer meet wastewater treatment needs of Clackamas County Service District No. 1 (CCSD #1), so the Clackamas County Commission has approved funding supporting capacity expansion.

Clackamas County will finance a sewage treatment system expansion through the sale of up to $95 million in revenue obligations, the Clackamas County Board of County Commissioners (BCC) unanimously decided July 7 following the final of two public hearings.

The decision authorizes funding for an estimated $116.6 million expansion project that will replace the treatment capacity that Clackamas County Service District No. 1 (CCSD #1) has been leasing from the Tri-City Service District, and will meet the anticipated service growth of the District through at least 2015. The capital expenditures will be funded through a combination of system development charges (SDCs) and rate increases, paid by CCSD #1 customers. Tri-City rates will not be impacted by this project.

The decision will also allow the County to complete the system expansion by 2010, a deadline the commissioners - as the governing board of CCSD #1 - agreed to when the County entered a compliance agreement in May with the state Department of Environmental Quality (DEQ). The BCC voluntarily signed the DEQ pact to protect Willamette River water quality and to mitigate permit violations and associated fines during construction.

"This is a milestone event," says Commissioner Lynn Peterson. "The County struggled for years to solve the wastewater treatment issue for CCSD #1. Now we have a plan, a construction schedule and a funding package."

Construction manager hired for Tri-City plant expansion

Expansion at Tri-City will meet community wastewater treatment needs through 2015.

A respected builder of wastewater treatment plants and other facilities in the Northwest was selected August 7 to become what is known as the Construction Management/General Contractor (CM/GC) for Clackamas County's short-term wastewater Capacity Management program (CMP).

The Clackamas County Board of County Commissioners (BCC) approved a $10-million contract for Slayden Construction Group, Inc., of Stayton, Oregon to complete portions of construction for Phase 1 of the CMP, designed to increase sewage treatment services for residents and businesses in Clackamas County Service District No. 1 (CCSD #1).

The total project, estimated at $116.6 million, includes expansion of the Tri-City Wastewater Treatment Plant in Oregon City, as well as upgrades to the Kellogg Creek Treatment Plant in Milwaukie and sewer pipelines connecting to Tri-City.

The expansion is a key part of the strategy to serve Clackamas County Service District No. 1 (CCSD #1), which has leased treatment services from Tri-City because the Kellogg Creek Plant is currently over capacity and can no longer meet the wastewater demand of the District. Work at the Tri-City Plant will start after Labor Day. The early work package includes mobilization, excavation, yard piping, foundations and piling construction.
