Current System Description

Patchwork system works today, but growth poses challenge

One of Oregon’s original four counties created in the 1840s, today Clackamas County countryside ranges from the high-density areas surrounding Portland to small agricultural areas and vast forestland and wilderness.

 

No single sewage management system serves the County as a whole. There are many. Some cities, such as Lake Oswego, Wilsonville, Sandy and Estacada, have separate systems. And the Oak Lodge District serves the Oak Grove and Jennings Lodge area.

 

The Board of County Commissioners serves as the governing body for two of the larger districts. Those are:

 

Clackamas County Service District No.1 (CCSD#1) – This district provides retail sanitary sewer and surface water management services to unincorporated portions of North Clackamas County and the City of Happy Valley, as well as wholesale wastewater treatment services to the city of Milwaukie, portions of Gladstone and Johnson City.

 

CCSD#1 operates the Kellogg Creek Wastewater Treatment Plant and smaller plants, which serve the Boring and Hoodland areas. The Kellogg Creek plant is located in Milwaukie on the shore of the Willamette River. It is operating beyond its design capacity. As a result, CCSD#1 also utilizes capacity at the Tri-City Wastewater Treatment Plant; and

 

Tri-City Service District – This district provides wholesale wastewater treatment services for the cities of Oregon City, West Linn and Gladstone, as well as to a small retail population outside of these three cities. The Tri-City Wastewater Treatment plant is located in Oregon City on the shore of the Clackamas River near its confluence with the Willamette River.
