February 14, 2008 – Something as simple and basic as a well-managed sewage treatment system is easily out-of-sight and out-of-mind – until time runs out.
One of Clackamas County's major wastewater treatment plants is operating beyond capacity. To meet the immediate challenge, Clackamas County Service District No.1 – served by the Kellogg Creek Wastewater Treatment Plant – leases sewage treatment services from a neighboring district [Tri-City] as a way of serving some of its customers.
Resolving the County’s shortage of treatment capacity is a complex story. This Web site explains the community’s challenge and the options proposed by the Capacity Management Program (CMP), a program managed by Water Environment Services (WES), a department of Clackamas County.
