Hoodland Outfall Project

Clackamas County Service District No. 1

The Hoodland Sewage Treatment Plant, operated by Clackamas County Water Environment Services (WES) and owned by Clackamas County Service District No. 1 (CCSD #1) provides wastewater treatment services to approximately 4000 residents and businesses in Welches.

Wastewater at the Hoodland plant is treated and discharged through an outfall pipe in the Sandy River in accordance with the National Pollutant Discharge Elimination System (NPDES) permit requirements put in place by the Oregon Department of Environmental Quality (DEQ).

During the recent flood events a portion of the outfall pipe that diffuses treated effluent into the river was damaged. WES, on behalf of CCSD #1 is working in coordination with DEQ to implement a short-term fix. WES is also exploring potential long-term options to avoid this costly situation in the future.

In the meantime, the water entering the Sandy River from the outfall pipe is treated wastewater that has been disinfected, but it is not for human consumption.
