Record rainfall causes permit limit excess at Kellogg Creek Wastewater Treatment Plant

Due to heavy rainfall and mechanical breakdown, the Kellogg Creek Water Pollution Control Plant located in Milwaukie and operated by Clackamas County Water Environment Services on behalf of Clackamas County Service District No. 1 (CCSD #1), exceeded their Oregon Department of Environmental Quality (DEQ) permit limits, resulting in the discharge of partially treated sewage into the Willamette River. 

CCSD #1 staff has placed cautionary signage near the Milwaukie boat ramp.  The public should avoid contact with the river near the plant for at least 48 hours or until the signage is removed.  Staff has contacted DEQ, who will determine enforcement action if necessary.

CCSD #1 includes the cities of Happy Valley and Damascus and a major portion of urban unincorporated north Clackamas County.  CCSD #1 also serves the City of Milwaukie as a wholesale customer through the Kellogg Creek plant.
